Canon Digital Camcorders

What video camera / editing software do you recommend for a student of film studies with about 400 pounds of the overall budget?
I use Windows Vista, and have no background knowledge of digital camcorders and editing software. Clerks have recommended the Canon FS200 SD, and Magix Movie Edit Pro, but I am doubtful about them – the Magix software seems a bit basic, and I’ve read comments that the camcorder is ‘too weak’, has “a bad image quality” and is “incompatible with most editing software. Does anyone have any advice?
